Kaiser Permanente Downey Medical Center – Downey, CA

In August 2006, HTS was engaged by Kaiser Permanente to provide our FreightTrain® software to support the OSHPD inspection process throughout construction of the 352 bed hospital and central plant for the Downey Medical Center Project. Five months later, in January 2007, HTS/HDR was selected as the commissioning agent for the project. The synergy of our commissioning team supported by the FreightTrain® software suite allowed HTS/HDR to facilitate a cost-effective, programmatic, and cooperative construction process.

Though designed as one complex, the hospital and central plant were to be built on separate schedules, necessitating a stable and enduring commissioning strategy. Bolstered by early software functionality and project familiarity, HTS/HDR has been able to develop a clear commissioning plan, implement an MEP systems operability review cycle for commissioned systems, observe and manage pre-functional tests, and develop functional performance test procedures. Additionally, HTS has expanded FreightTrain® functionality for the project and has implemented additional online modules to support building system's commission and punch list completion.

Kaiser Permanente Roseville Medical Center - Roseville, CA

HTS/HDR is the Commissioning Agent for Kaiser Permanente's Roseville Medical Center. The medical center is comprised of four integrated projects: The Central Utility Plant and EVS Building Project, the Emergency Department and Radiology Department Addition and renovation, a new Women and Children's Center and a 270,000 square foot Medical Office Building. The Roseville Medical Center projects will be completed and occupied on a phased schedule. This in mind, HTS developed and implemented both a site-specific commissioning plan for each building as well as a Master Deficiency and Resolution System. HTS has also reviewed and enhanced system-specific Prefunctional and Functional Performance Tests in conjunction with the contractor/subcontractors for Roseville MEP/Controls systems and is compiling and maintaining a commissioning record. HTS will also provide support during Kaiser Roseville's post-acceptance period.

Kaiser Permanente Rebuild, LA Medical Center Sunset Project – Los Angeles, CA

In August 2003, HTS was selected by Kaiser Permanente to be the Commissioning Agent for their new 450+ bed, LAMC replacement hospital. HTS' work in support of the Kaiser Permanente project team allowed LAMC to gain interim occupancy in the new Service Building ahead of the rest of the project. HTS created an Electrical Energization Plan in preparation for utility energization of the new Central Plant switchgear and substations, and is currently supporting the functional performance testing of building systems. HTS is performing systems reviews for development of Prefunctional and Functional Performance Test procedures for startup and commissioning of the Central Plant and Hospital along with detailed milestone schedules that demonstrate the MEP system turnover process for the overall project.

HTS FreightTrain® online database software supports the LAMC project using modules that track the installation and testing of equipment, coordination of inspections and tracking resolution of deficiencies.

Kaiser Permanente Template Hospital Commissioning Plan and Specification Revision Project - Los Angeles, CA

In January 2005, HTS was contracted by Kaiser Permanente to develop a standardized Template Commissioning Plan in order to review and revise the existing commissioning specifications. HTS organized a high-level commissioning team comprised of Kaiser Project management and facilities personnel, architect/engineers, general contractors and subcontractors to co-operatively build a commissioning plan that would meet the Template Hospital Program requirements. The result was a Commissioning Plan that provides a fully developed guideline to implementing a successful commissioning program. HTS also developed a new mechanical commissioning specification (15997) that identifies all of the functional performance test requirements for the systems to be commissioned. In addition, the existing specifications for general commissioning, mechanical commissioning and Building Automation System commissioning were revised for both the Hospital and Central Utility Plant.

Kaiser Permanente Rebuild, LA Medical Center Sunset Project – Los Angeles, CA

HTS is providing both transition planning services/tools and commissioning services for Kaiser Permanente's Los Angeles Medical Center, a 680,000 square foot, 450+ bed hospital project. HTS was engaged to provide an assessment of the current transition planning structure and processes as they relate to the new hospital. HTS worked with Kaiser's transition team to obtain the requisite documentation and conducted interviews with key individuals to understand more clearly the current process and significant issues.

HTS is currently supporting the Transition Planning team by providing experienced transition planning management personnel. Specific tasks to date have included the development of critical path schedules, pre-move transition workbooks, new hospital workflow analyses, a master room list matrix containing over 4000 spaces and the development of various occupancy plans and reports such as: licensed vs. unlicensed beds, total square footage reports, and patient move route identification.

HTS performed a Security Plan review and workflow analysis in collaboration with the Safety and Security Department Administrators. Security gaps were identified and contingency plans to resolve issues were developed. Critical tasks were specified with proposed resolution dates.

HTS provided a fulltime Medical Equipment Coordinator that worked with regional and local Kaiser internal teams, including architects, to resolve integration and infrastructure requirements for re-use and new medical equipment. He wass responsible for developing logistical plans and travel paths for re-use medical equipment that has special requirements due to weight and/or seismic anchoring. The scope of work included plan review, validation of equipment lists with end users, architectural plan reconciliation, and daily field inspections for medical equipment installation status and coordination of vendor activities.

HTS is also providing FreightTrain® online database software to the LAMC project. This includes software modules that track the installation and testing of equipment, coordination of inspections and tracking the resolution of deficiencies. HTS is currently working with LAMC to develop a licensing tracking module to support their fit up efforts.
